HCSC

Enterprise Reporting & Governance

As part of the management consulting team at HCSC, a Blue Cross Blue Shield organization, I designed governance infrastructure and led delivery of a reporting platform that connected Oracle spend, contract lifecycle records, and project milestones.

Outcome

Embedding reporting into standing executive governance reviews helped drive near-100% adoption across business units. The 63-process governance framework supported a 15% reduction in supplier contractual risk.

The challenge

Vendor data was scattered, with no centralized view or standard process for tracking accountability, obligations, and actual status. Executives lacked dependable information to assess risk across the portfolio. Addressing that gap required both a system to measure whether the organization was following the governance model and clear ownership to hold people accountable. Without visible adoption, the program risked losing the executive sponsorship it needed to succeed.

The framework

We worked with departments to define and document each of the 63 processes against industry governance standards. I led development of the tracking system, a "Source of Truth" with automated workflows and dashboards, and advocated for two new roles, Contract Owner and Contract Manager, so every agreement had someone responsible for it. I worked with senior leadership to turn that data into the validated narrative the C-suite needed to sponsor the program.

Delivery

I worked with teams to validate Oracle contract and spend data, connect it to contract lifecycle records and project milestones, and shape reporting for executive dashboards, department reviews, and operational tracking. Each audience used the same underlying governance data at the level of detail its decisions required.

Scale

The governance model outlasted the people who built and ran it, becoming the enterprise standard HCSC still measures against today. What started as thousands of decentralized contracts became a culture of accountability that didn't waver, even as roles changed hands.
